Sam Fusaro Jr: A Legacy of Integrity and Service

Sam Fusaro Jr. first stepped into the public eye during a pivotal moment in Manchester’s history. In 1990, as a founding member of the S.T.O.P. Team (Stop Tax Oppression Promptly), Sam led a grassroots movement to restore transparency and fiscal responsibility to a town in crisis. His leadership helped usher in an era of non-partisan government that remains the foundation of Manchester today.
A Fiscal Hawk with a Compassionate Heart
Serving nearly three decades on the Township Council (1990-2006 and 2011-2023). Sam became known as a “fiscal hawk” who balanced a sharp eye for the budget with a deep love for his community.
He was the driving force behind the 2001 Open Space Referendum, a landmark initiative that protected Manchester’s natural beauty from over-development. By establishing the Open Space Trust Fund and successfully securing New Jersey Green Acres grants, Sam ensured that thousands of acres would be preserved for future generations to enjoy.
Building for the Future
Sam’s vision for Manchester was best seen on the athletic fields. He served as a bridge between the township government and the youth sports community, navigating the complex land acquisition, funding and construction for the Manchester Pop Warner Football and Little League Complexes.
As a member of the Recreation Commission and a long-time coach for both the Manchester Little League and Youth Basketball programs, Sam wasn’t just building facilities – he was building character. He taught generations of Manchester’s youth how to lose with grace, win with humility and, above all, to always show up for their teammates.
A State-Recognized Legacy
On February 8, 2017, Sam was inducted into the New Jersey State League of Municipalities Elected Officials Hall of Fame. In typical humble fashion, he remarked:
“I believe that most elected officials don’t seek their position for recognition or awards. For me, the real satisfaction is when Council can implement a program that will improve our town.”
A Final Salute to the Team
In his final meeting on January 15, 2023, Sam turned his focus toward the township employees he deeply respected:
“I want to thank all of our employees I have worked with. You all keep the Town moving forward every day. You’re the best… I will remember my time here with joy, pride and tears.”
Sam Fusaro Jr. didn’t just hold an office; he held a standard for what public service should look like. He was a bridge between our history and our future. In honor of Sam’s legacy, we encourage all residents to get involved in their community – just as he did.
